What is a Estonia Passport photo?
An Estonian passport photo is a digital-only submission: a colour JPEG of at least 1300×1600 pixels, between 1 and 5 MB, on a light single-colour background, uploaded through the politsei.ee self-service environment. Estonia publishes no print specification at all.
The unusual 1 MB minimum file size filters out over-compressed images, and scans, screenshots and edited photos are rejected outright. One Police and Border Guard Board specification covers the passport, ID card and residence permit card.
