Resize a photo to exactly 400×514 pixels
Singapore's ICA e-Service requires the uploaded passport photo to be exactly 400×514 pixels (not a minimum, the exact size). This tool center-crops and resizes any image to 400×514, entirely on this page.

The DV lottery and US visa (DS-160) portals reject files over 240 KB. This tool finds the highest JPEG quality that fits under the limit, without uploading anything.
